Join community
The very first thing you should do before getting involved into OSM is to contact/join your local community. It is quite common, that new mappers start with something, what is in fact done or maintained by someone else. The other common mistake is that new mappers start to create new objects in a way that is not common and then it has to be repaired.
There is a Mapping projects page, where you can select your country and find very useful information about your country specifics, people involved and mailing-lists.
