When you download data from OpenStreetMap, it includes all the segments that overlap your area, as well as those completely inside.

However, it can confuse some renderers, which take all the data supplied, and use it to calculate the size of the image

Eventually, it is hoped that the API will include bounding-box information in the OSM files returned, so that renderers only draw the area you requested.
