Summary
This is a list of suggestions for how to enter and tag bicycle and cycleway related data into OSM.
No two cyclists will ever agree what constitutes a good cycle route. Cyclists can seek out anything from only off-road routes to the quickest route on a multi-lane highway. Some want a flat commute, while others seek out hills for a recreational challenge. This is the strength of OSM. It can capture the cycling relevant data as possible, and each cyclist can choose the way that best suits.
Editing
Off-Road Cycleways
Off-road paths that are primarily dedicated to cycling should be created in the OSM.
Create the way with the following key/values. Note that a track i s separate from the road (off-road) and a lane lies within the roadway.

Consider using some or all of the following key/values to give more information about the cycleway

Remember to connect cycleways to roads where a natural connection point exists. This will ensure that a route can be found between off-road and on-road ways. Use the surface key to indicate where the path may not be suitable for road bikes.
Short Cuts
Short-cuts indicate where a there is no through way for cars, but cyclists can traverse. These are useful to cyclists and should be entered into the OSM.
Simply contruct a way as an off-road cycleway using the key/values above.
On-Road Cycle Lanes
On-road cycle lanes that are free from obstructions should be created in the OSM.
If the lanes exist on both sides of the road on a two-way road use:

If the lane is a contra-flow lane, where cyclists can use a one-way road opposite to the normal flow of traffic use:

This is different to a two-way street that has no entrance at one end to cars. In this case use the short-cut method above.
If a cycle lane exists on one side of the road only, there is no method currently defined in map features to indicate this.
One proposed method may be to consider using:

There are very few of these types of lanes currently defined with the OSM.
On-Road Cycling (Cycle Friendly Streets)
Consider using the following key/values to indicate cycle friendly streets.

| maxspeed | <speed limit> | Roads with lower speed limits tend to be lower stress |

| highway | residential | Useful for indicating quieter residential streets |
Bicycle Restrictions
Where bicycles are not permitted, ensure this is indicated with
