Referencing libraries by ISIL

The International Standard Identifier for Libraries and Related Organisations (ISIL) should be used with Key:ref to uniquely identify libraries worldwide (see also Wikipedia on ISIL). Using the ISIL you can automatically fetch official information (Name, URL, opening hours etc.) of a library and you can link library catalogs to OSM.
