Lacking proper attribution
Details of user of OpenStreetMap data which are lacking proper attribution for one reason of another as required by the OpenStreetMap License.
Summary
The OpenStreetMap License requires users of OpenStreetMap to acknowledge the source of their data and make it clear that the information is available to others on the same license.
The problem is normally one of a simple oversight or where the publisher don't understand what is required or where the attribution is not correct. There is also of course the possibility of willful misrepresentation. In many instances the violation is of minor significance to the project but it is reasonable for the community to expect all users of the data to respect the requirements and this page helps the community police such issues. There may also be major violations where the publisher may not respond to an approach by the community and the Foundation may need to contact the author.
Currently all OpenStreetMap data is licensed using a Creative Commons 2.0 Share alike license. The project is likely to move to an Open Data License. The data of the migration is still uncertain (As of August 2009) but progress is being made.
When/if the Open Data License is adopted then the attribution requirements will change in some ways but for now the Creative Commons License applies.
Attribution requirements
The Creative Commons License has two important requirements:-
- ... You must include a copy of, or the Uniform Resource Identifier for, this License with every copy or phonorecord of the Work ...
- ... give the Original Author credit reasonable to the medium or means You are utilizing ...
This is understood to mean that a publisher ('You') should state clearly which license is being used, provide a "human readable" link to the license and also state that the source of the information is from OpenStreetMap.
The aim here is not to require a certain phrase or phrasing, or require certain positioning or size of text etc, but just that the attribution is appropriate and reasonable.

Process
- Active of passive patrolling. This page relies of people noticing and reporting violations.
- When you spot a violation, the first stage is to contact the publisher with a suitable pleasant and non-threatening email, and add the record with the date you've contacted them, your signature and other details in the appropriate section of this page. Do NOT enter any data unless you have contacted the publisher !
- Wait for a response for a suitable period. If that does not create the desired response then you should follow up with a second attempt to contact the publisher.
- If that does not work and the violation is considered serious then the Foundation board should be contacted (or is it one for the Data Working Group?).
Please always put your signature in the "added by" column. Also, if you are unsure and want to discuss a certain use first before putting it in, consider doing so on the discussion page.
IMPORTANT: Cleanup action required, please respond
This page contains many incomplete entries, especially the ones with empty "Date contacted" column (or it containing "No") - we need the dates when 1st, 2nd etc. mails were sent if this page was to be of any use. So the following action is required of interested public at large, and especially of the persons who originally entered the data in the table:
- if the publisher was contacted, but you forget to enter the date, please enter it now (or at least enter the approximate date, or even "yes" if you cannot remember the date at all)
- if the publisher was never contacted: contact them now, and enter the date in the "Date contacted" column.
If nobody is interested to send the publishers even that first e-mail that they are doing something wrong (even after several months many of them being listed on this page!), then this wiki page is not doing anything good, and is actually damaging to reputation of OSM - we're putting them on "Hall of Shame" without even contacting them and giving them a chance to fix it, and sending out message "Use OpenStreetMap data and get the attribution slightly wrong, and we're gonna sue you". Such behaviour isn't going to lead to acceptance of OSM. This page is ONLY useful if you contact the publishers and let them know they need to fix their attribution (and there seems plenty of empiric evidence that if you personally will not bother to do it, nobody else will either).

Minor services without adequate attribution or license notice
Publishers who are not providing adequate attribution of license but where the service is of a experimental nature and is closely related to the OpenStreetMap project itself. These violations are considered minor, however the community should set a good example to everyone by having proper attribution as well.
