Do Not Deprecate Tags

OpenStreetMap has a free flowing and growing tagging scheme. New tags are constantly being suggested/uses but they should never replace/depreciate current tags because.
- Various renderers and programs may be using those tags, the maintainers may not hear about the change for a while/ever.
- Mappers are slow to change, some of them never read the wiki/mailing lists/forum/irc/etc, and so will continue mapping the first way they learnt.
- There should be no need to.
- It is better to expand data than to change it.
There may be a few exceptions. But NEVER EVER run a bot to replace a 'depreciated' tag.
