Summary

UK road signage, and another wild edge case for advanced access schema designers to consider: this signpost means "no vehicles designed to carry 8 or more passengers or local buses between 10:00 and 18:00. Except for local buses." A local bus is one on a regular, local route, obviously: the restriction is intended to prevent tour buses from driving through the centre of Oxford.

The "no through road" restriction refers to a camera-controlled "bus gate" found around the corner to the left.
