This is my own (Vid the Kid's) opinion, and subject to change. (Input from other Ohio editors is welcome.) There has been some pressure to apply highway=primary and highway=secondary more liberally than was done in the TIGER import. As a moderated step in that direction, here's a selection of state routes in Ohio that might be promoted to highway=primary. Also, routes which may need to be changed to highway=trunk or highway=motorway per United States roads tagging and Ohio#Tagging suggestions for Ohio are highlighted.
Red lines: state routes that I think could be promoted to highway=primary (or trunk/motorway where appropriate).
Blue lines: routes that should be promoted to highway=trunk or highway=motorway. Local observation may be necessary.
Thinner red and blue lines: routes which have already been changed in OSM as of 2009 Sep 18.
