Import Type
This is a one-time import and will be done using manual efforts including using JOSM to validate the input.
Data Preparation
Data Reduction & Simplification
I suspect some of the park and fire station data already exists and will either need to be removed if less accurate or the import will need to be trimmed. There aren't a lot of building traces in the county but a quick check to verify the new data will replace is will be made.
Tagging Plans
Use JOSM to tag appropriately each data type. This includes full addressing wherever possible.
Changeset Tags
Describe how you'll use changeset tags in the import.
Data Transformation
Using the OpenData plugin for JOSM, I can open the ESRI Shapefiles that AA County provides.

Data Merge Workflow
Team Approach
Unless someone else steps up to assist with this project, I'll be going solo. The parks data is small enough that I can verify that errors won't happen.
References
List all factors that will be evaluated in the import.
Workflow
Using the .osm file I created I'll copy each polygram into the OSM data layer, verify that any other landuse or other areas match appropriately, and combine any POIs that currently mark the locations with the new data. Better data will be left alone.
