This feature has been labeled as deprecated. The recommended replacement is: name=*.
The reason is documented in Deprecated features. You are still free to continue to use or interpret this tag as you see fit since OpenStreetMap does not have “banned features”.
Under no circumstances should you (semi-)automatically change “deprecated” tags to something else in the database on a large scale without conforming to the automated edits code of conduct. Any such change will be reverted.

The place_name=* tag was proposed for setting a name on a place=* when it is drawn as an area. It's definition is worded as such : Only for areas. For nodes use 'name' instead. It may do no harm to use both, though.

The usage of this tag remained controversial and a voting about removing the recommendation was successful. It was successfully deprecated - on 2012-11-08 it was used more than 35k times.
