Minspeed means,

• the minimum speed allowed for driving through the road,(driving minspeed)

or

• the minimum value of speed which the car is able to do at most.(construction minspeed)

Turkey

In Turkey, minspeeds are driving minspeeds. For motorways, there is a minspeed of 40km/h. For interurban carriageways, there is a minspeed of 15km/h.
