This proposed tagging scheme is labelled as abandoned since 2008, and now is in conflict with the following better documented tags:
- highway=raceway - A racetrack for motorised racing, eg cars and motorbike
- leisure=track - A race track for running, cycling and other non-motorised sports such as horses, greyhounds
The following proposal is probably no longer worth considering.
Summary
The original summary was "ways especially designated for racing" (which fails to describe the idea properly)

To map racing track use:
highway=track and track=racetrack (opional use: tracktype=* surface=* width=* )
indoor=yes could be a useful addition so differ between indoor and outdoor tracks
