Consider using ford=* instead: as this provides a more consistent approach and avoids the problem of how to tag a ford which is a way (when there is a conflict with the need for other highway tags on the same way).

How to map
For narrow watercourses add a node tagged with highway=ford at the point where the highway intersects with the waterway. For places where a path crosses a wider river, which will often be tagged with waterway=riverbank or for a place where a path or road crosses a wider length of sea then tag the relevant section of highway with ford=yes as well as with the appropriate highway=footway/unclassified etc tag for the highway classification.
