unnecessary page. Too much changeset comments detail
User:Xxzme created this page, splitting out bit of information about uploading changes, which was originally at the end of the "JOSM/Basic editing" page of the guide. That's where the information belonged, and the guide made more sequential sense like that. The point of this separate page seems to be to allow Xxzme to have a rant about the importance of good changeset comments. This is far too much detail to go into in a guide which is supposed to be about JOSM. The guide can just link to the good changeset comments page
So I'm proposing to put this back the way it was. Delete this page (or redirect it to the 'basic editing' page) and put a smaller bit about uploading changes back on that page.
