Delete and replace

I proposed deleting this page over a year ago, because it's a brainstorm pre-dating the license change and the introduction of ... an actual tickbox option! So yeah. out of date. And there's been no editing since I proposed the delete.

I actually think the page title is quite a good one though, and linked from a few places. I'm thinking the content of Pros and cons of contributing data public domain should be moved onto this page, perhaps with a section heading "Pros and cons of contributing data public domain", and then a short intro above that, explaining that there is an actual option on the website now.
