Best way to tag?

I have amenity=boat_storage on a natural=beach, is it bad practice to have these tags together on a way? What's the alternative? Thanks.

Public facilities only?

Should this tag be limited to facilities used by the public?

The tourism=camp_site page suggested this might be used for a place where a boat rental business stores boats, but generally an amenity should be accessible to the public at least after paying a fee. --Jeisenbe (talk) 05:32, 6 July 2019 (UTC)
