Just my $0.02: The US Forest Service has created a concept called a "liner wildlife opening", which is a disused Forest Service road that is kept mowed and open for wildlife just like a meadow would be. It is still on their road inventory and has the potential to be put back into vehicular use, but it is closed to all bicycle, horse, and vehicle traffic (except mowing equipment) until re-designated.

This tag is perfect for that scenario (and there are lots of those around here in the state of North Carolina), so I think the tag should be officially allowed on ways as well as areas. Since it is exactly what is needed to designate these locally, I'll be using it on such "linear wildlife opening" ways. (highway=track)
