IMHO, today this table shows keys that are already abandoned.

These are:

I'm not sure with the following keys:

What is the sense of bicycle=agricultural or foot=forestry?

I will delete the key agricultural.

What do you think about the other ones?

agricultural=no = Traktorilla ajo kielletty 315.svg. In other places there can be a Ajoneuvolla ajo kielletty 311.svg with an additional sign "agricultural traffic allowed"; that's vehicle=agricultural. The last two of your examples might not make sense, and don't seem to be used, but it's easiest to convey that all access keys could take the same set of values. Forestry seems to be a German thing. You are right. I don't know your fist sign in Germany. So the agricultural=no make sense for this situation.
IMHO, a new tag access:agricultural=* may avoid missunderstandings. --Rudolf 11:27, 9 November 2011 (UTC)

I will add forestry=*. It is missing. I will change the values of agricultural and forestry to yes/no. I recommend to use access_restrictions_1.5 in the future. Then we can tag access:agricultural=* or access:forestry=*
