We are developing an open Electric Vehicle Charge Map (http://www.openchargemap.org). We are defining new tags for OSM that allow us to fully document the sites capabilities. We are discussing this at http://openchargemap.sourceforge.net but I believe we can move all of the work to OSM in the near future.
