review tags in use

there are a lot of tags in use, that have not been approved. this does not necessarily make them invalid, but some process should be used to reduce the numbers that fall into this category

• spelling mistakes/not english - these are simple to fix
• point/way deletion - some make no sense, either because the language is unintelligible or the item is not 'significant' enough to tag
• tag proposal - a good idea, but needs a tag proposing and discussing
