Maths

A majority is the difference between votes for and votes against, so the majority is 20-9=11. I still can't work out what calculation could give 16 as the answer. Ah! Perhaps you mean 16 is the number of votes out of 30 needed for a majority and as 20 is more than 16 it is approved. I think I get it now.
