Many highways classified by Burundi as "route nationale" are fully paved routes connecting major cities and have been mapped on OSM as primary routes. However, some highways that are categorized as 'route nationale' by the government are not paved and do not allow the same level of speed or comfort when traveling on them.

For the sake of travel planning I propose that highways categorized as Route Nationale (National Road) be mapped according to:

1. highway=primary : for cases where the highway is classified as a National Road and is fully paved. (Example would be RN3 which runs from Bujumbura to Nyanza Lac)

2. highway=secondary : for cases where the highway is still classified as a National Road but is NOT a paved surface. Ref would still remain the same to mark as a 'route nationale'. (Example would be RN18 which connects RN7 to RN8)

National Roads that are partially paved and turn into unpaved surfaces should be split where the change occurs and each segment classified as above.
