Baton Rouge is a city in Louisiana at latitude 30°26′55.32″ North, longitude 91°10′38.28″ West.
Landuse
Many of the landuses in the city need to be updated and improved. Many residential areas overlap commercial areas in large swaths or cross major highways where splitting the residential area into two smaller ones is more appropriate. There are large areas marked as landuse=industrial that are principally landuse=commercial or similar. These areas need to be manually checked for what individual amenities are and the surrounding landuses should be updated to reflect that.
Suburbs & Neighborhoods
To Do
- Complete TIGER Import correction from place=hamlet to either place=suburb, place=quarter, or place=neighborhood.
- Complete list of all neighborhoods as marked in the East Baton Rouge GIS Portal's resources on the subject.
- Standardize what a place=quarter is and whether it is a necessary subdivision level for Baton Rouge.
- Designate all place=suburb for the city, as it is unclear whether some places should either be quarters or neighborhoods or be designated as full blown suburbs. e.g. Mid City is fairly clearly a suburb, but Jones Creek near Shenandoah might be a part of Shenandoah, a quarter within it or a neighborhood, or it could be designated as its own suburb.
Baton Rouge is subdivided into various suburbs and neighborhoods at an official and cultural level. As of now, some of Baton Rouge's larger regions are marked, yet not all are due to some ambiguity as to what is categorized as a full on suburb or a neighborhood. Currently, the larger regions are classified with place=suburb, while individual neighborhoods are classified as place=neighborhood.
Suburbs
Suburbs are presently being categorized as parts of the city that are listed in the EBR GIS map City Key as the most authoritative way to determine clear suburb boundaries and names. Some of the subdivisions marked in this map are satellite towns and should be marked as such. That being said there are multiple suburbs that are double named, for instance "Inniswold/Jefferson Terrace". This may necessatate either splitting some of these into a quarter, determining if they could be centered into two smaller suburbs with a clear denotation between the two, or if they should be downgraded completely to neighborhoods with no overarching suburb that the neighborhoods "belong to".

Quarters
A Quarter is classified as a place that is a part of a listed suburb above, but that has neighborhoods that it is made up of. Arlington and Istrouma are currently classified as place=quarter, but need to be re-checked as to whether or not they need to be either downgraded to neighborhoods or upgraded to suburbs.

Neighborhoods
A place is to be classified with place=neighborhood if it is designated in the City-Parish's suburb map(in this case, suburb is a neighborhood as OSM recognizes it. American English uses the terms interchangeably), available from their GIS portal available under the Planning and Land Development map for reference. The official list of "subdivisions" can be found here. According to that site, there are 3,038 rows. Many of these are additions to a specific subdivision, so the actual number of subdivisions is less than this, but there are a lot of entries so will take a while to fully verify. A non-exhaustive list roughly categorized by OSM suburb is below and is continuously updated. Some of these neighborhoods are business parks and on a case-by-case basis should be marked as such rather than as a neighborhood. Marked as complete does not mean that the amenities within the neighborhood are complete, just that the neighborhood has been marked and if it has a neighborhood association, its administrative boundaries have been marked.
Home Owner's Associations
Some neighborhoods that are entirely residential posses neighborhood associations that dictate an administrative boundary. Add a line to the bounds of the neighborhood if clear, add a relation with boundary=administrative and admin_level=10 with respective outer and possibly inner roles as appropriate. Then, add the node place=neighborhood to the relation with the role label.
