snowplowing:category=* can take any values and a definitive set hasn't been discussed enough, but the following have been used so far:
- first: Roads that are kept clear of snow no matter how much it snows, even if the operator has to do it every four hours.
- 2, 3, 4: Roads snowplowed later when the snowplowing company has time, in that order - suboptimal and likely to be retagged later
