What

Retagging access=forestry to motor_vehicle=forestry.

Cases where both tags are present but with different values will be skipped.

If foot=* bicycle=* are present, nothing will be retagged

Why

access=forestry in Poland in vast majority, maybe all cases is simply wrong.

Typically mappers wanted to mark motor_vehicle=forestry instead.

Yes, in some rare cases this change will break data. Overall it will be a clear improvement. Fixing it manually would also have some errors and would be far more laborious and data will be broken in meantime.

How

An example:
state before a mechanical edit:

• access=forestry
• highway=track

state after a mechanical edit:

• motor_vehicle=forestry
• horse=forestry (applied after https://www.openstreetmap.org/changeset/175169725 )
• highway=track

Changeset would be described and tagged with tags that mark it as automatic, provide link to discussion approving edit, link repository with source code etc. It would include at least

• automatic=yes
• bot=yes
• created_by=osmapi/1.0.2
• discussion_before_edits=*
• source_code=link to a github repository

Changeset would be split into small areas to avoid continent-sized bounding boxes. As this tag is on buildings it is not expected that any object will force bounding box to be extremely large.

Edits would be generated by an osmapi based program.
