TomTom's organised editing activity related to adding building heights and/or levels to OpenStreetMap (OSM). The dedicated project pages below document each sub-project and explain the methodology in compliance with the OSMF Code of Conduct, Automated Edits Code of Conduct, and Import Guidelines.
Active sub-projects
Netherlands - 3D BAG Building Heights Import
Enriches Dutch OSM buildings with height=* tags derived from the 3DBAG dataset (TU Delft and 3DGI, CC BY 4.0).
- License posture: CC BY 4.0 waiver to OpenStreetMap and its users signed 2 June 2026 by Balázs Dukai (3DGI) and Machiel van Dorst (TU Delft 3D geoinformation research group). Public copy of the signed waiver.
- Status: Pilot complete. Phased rollout announced. Phase 1 (Amsterdam-Noord + Nieuw-West) starts on community OK of the rollout announcement.
Japan - PLATEAU Building Height Enrichment
Enriches Japanese OSM buildings with height=* tags derived from Project PLATEAU (Ministry of Land, Infrastructure, Transport and Tourism, MLIT).
- License posture: PLATEAU is multi-licensed (CC BY 4.0 / ODbL / ODC-BY). ODbL-compatible per the PLATEAU terms.
- Status: Pilot complete on Osaka City, 20 May 2026: Test 1 (14 buildings, changeset 182920833) and Test 2 (20 buildings across four changesets). Full Osaka City import next, pending community agreement.
France - IGN BD TOPO Building Heights Import
Enriches French OSM buildings with height=* and building:levels=* tags derived from
the BD TOPO dataset published by the Institut national de
l'information géographique et forestière (IGN), with Volumes bâtis
(Ville de Paris) retained as a secondary fallback source.
- License posture: BD TOPO is published under Licence Ouverte Etalab 2.0, ODbL-compatible per OSMF. Volumes bâtis is ODbL native — direct match with OSM. No waiver or LWG review required.
- Status: Source analysis complete. Process run complete on full Paris scope (18 June 2026): 19,541 matches identified across 193 zoom-15 tiles. Community discussion opened on the French OSM forum. Small-scale pilot (20–30 buildings) planned, ahead of phased rollout pending community agreement.
Germany - Berlin Umweltatlas Building Heights Import
Enriches German OSM buildings with height=* tags derived from the
Gebäudehöhen (Umweltatlas) dataset published by the Senatsverwaltung Berlin. ALKIS Berlin Gebäude evaluated in parallel and retained for QA cross-check only.
- License posture: Gebäudehöhen (Umweltatlas) is published under Datenlizenz Deutschland Zero 2.0. ODbL-compatible per the German OSM community. Berlin Senate has issued an explicit OSM release dated 3 June 2019. No waiver or LWG review required.
- Status: Source analysis complete. Community consultation open on the German OSM forum since 11 May 2026. Small-scale pilot (20 buildings, height only) prepared, ahead of phased rollout pending community agreement.
