Rationale

After some discussions on various mailing lists it seems that we are missing a place level below place=suburb but above the recently approved place=neighbourhood.

Definition

The tag place=quarter should be applied to a part of a bigger settlement where this part is smaller then a suburb (note that this 'suburb' is the 'OSM suburb' which can also be in the centre of a city) and bigger then a neighbourhood. This does not have to be an administrative entity.

How to map

Preliminarily you can use a node (to get a label rendered). Ideally you would draw a border around the whole area (or use a multipolygon, possibily reusing streets and other available geometry).

Tags to use

Other main tags to use if the information is available

More tag suggestions

  • start_date=* - the date (or year) when the first people/business/users moved in (if applies)
  • architect=* - name of the masterplanner / architectural firm that did the urban planning (if applies)

and of course any tag you like.

What can be mapped?

You can map all kind of settlement parts bigger then a neighbourhood and smaller then a suburb with this tag. It can apply to residential areas, commercial areas, industrial areas and all other kind of landuse and mixes of landuses. It depends on history, culture, politics, economy and more how settlements are organized, so more specific rules are avoided. Usually these entities will be around the size of a small village. For villages and small towns you might want to use this tag only if there is also smaller parts (neighbourhoods). If the only division of a village would be quarter (i.e. they would result quite small) then omit quarter and only tag place=neighbourhood.

  • I oppose this proposal I oppose this proposal. since (a) the name is confusing and (b) there's no reason we can't have nested neighborhoods. --NE2 21:26, 29 December 2011 (UTC)
you are right that we could have nested neighbourhoods as well, but then it would be much more difficult and time consuming to evaluate these structures (which is more important). It also doesn't follow the logics of the established place-tags (we could also nest suburbs instead of having neighbourhoods, as an OSM-suburb has nothing to do with suburbia). I'd prefer to give the renderers (for instance) a hint about the hierarchy. -- Dieterdreist 10:36, 30 December 2011 (UTC)
We already have nested neighborhoods. Near me there is a neighborhood called Buena Vista Woods. It contains two subdivisions, also neighborhoods in their own right - Emerald Forest and Diamond Cove. --NE2 22:17, 30 December 2011 (UTC)
The idea is that you'd tag "Buena Vista Woods" with place=quarter and Emerald Forest and Diamond Cove with place=neighbourhood in OSM.-- Dieterdreist 01:37, 3 February 2012 (UTC)
Which is stupid. Buena Vista Woods is a part of Dr. Phillips, which is a part of Southwest Orange County, which is a part of the Orlando area. I'm sure if I look I can find an example with more layers. No matter how many words you twist the meaning of, there will always be a need for nesting. --NE2 04:48, 3 February 2012 (UTC)
Here's another local example that doesn't make use of vague places like Southwest Orange County: Horizon West (a census-designated place, hence a village/hamlet/suburb) > Lakeside Village > Lakes of Windermere > Altis at Lakes of Windermere. If I make Lakeside Village a quarter, what's Lakes of Windermere? An eighth? Or is Lakeside Village a half? --NE2 04:58, 3 February 2012 (UTC)

  • I oppose this proposal I oppose this proposal. The name "quarter" is ambiguous. It's used in several contexts. In addition it's not declared why this is needed on top of neighborhood. Willi2006 02:30, 2 January 2012 (UTC)

  • I oppose this proposal I oppose this proposal. In my understanding, a quarter is a big part of a town, as it literally means "1/4 (of the town)". Therefore, a quarter cannot be part of a suburb. --Fkv 11:36, 3 January 2012 (UTC)
    • According to the OED, a quarter is a “division or district of a town or city” (esp. one occupied by a certain community, or having a particular character or use). I haven't seen any examples where it actually means a literal fourth of a city – certainly the famous w:Latin Quarter and w:French Quarter aren't literal quarters of Paris or New Orleans. Michael Z. 2012-01-22 20:37 z

  • I am undecided about this proposal. "Quarter" is a bad idea. "district" or something similar might be much better. --Imagic 16:30, 19 January 2012 (UTC)
    • District is so generic that it could be an area much larger than a city. Precinct is another city subdivision. Michael Z. 2012-01-22 20:37 z
  • I approve this proposal I approve this proposal. A structural hierarchy of city subdivisions allows for a clarifying visual hierarchy of symbols, labels, and boundary lines on the map. Quarter is as good a name as any, because it will inevitably be applied variously as appropriate in each country and city. Michael Z. 2012-01-24 01:00 z
  • I oppose this proposal I oppose this proposal. Certainly for the time being while we get our heads around the recently approved neighbourhood tag. I also agree with NE2 and others that the term is confusing that that it will be better to introduce some sort of hierarchy to neighbourhood than to introduce yet another term. PeterIto 06:10, 4 February 2012 (UTC)
  • I oppose this proposal I oppose this proposal. A bigger "neighborhood" is also still a neighborhood! --Fabi2 00:41, 7 February 2012 (UTC)
