Proposal

to change the name of the top-level tag 'highway' to 'rightofway'

Rationale

the current tag for marking a right of way is highway. this was logical at the time it was conceived, but has become less so since the advent of highway=cycleway and highway=footpath, both of which are confusing and illogical. rightofway makes a lot more sense

Tagging

will generally not be changed

all other tags will be as before

Opinion

The tag name is debatable - it may be better as right_of_way as that is more readable
