Since this is a non-physical tag, it should always be combined with some other (physical) tag.
Typically this would be a leisure=track, but there might be other features dedicated to running (e.g. stadium, fitness machine).

Alternatives
As various disciplines of athletics can be performed on a running track, an alternative is to tag as
