Contradictions with international documentation

When I looked at traffic sign data, I noticed that there were a lot of traffic_sign:2 keys, but only in a small part of the world. Now this page explains the background for this, but it contradicts the international documentation at Key:traffic_sign. While the approaches could co-exist if it were only for numbered keys, this page also recommends using the semicolon for the opposite sign, which makes it entirely incompatible with the rest of the world who use the same syntax for something entirely different.
