I think this is a good proposal. There is clearly a need to represent such communities and their lands and whilst the issue will remain a controversial one for countless generations it is clearly inappropriate to use admin_level and represent these communities as nation states or as states. This tag is descriptive whilst avoiding loaded terms. Well done. Alex McKee 04:23, 3 May 2010 (UTC)
