Too specific

I think this landuse is too specific. In my opinion, land use terminology should line up with what governments use. At least in Dutch zoning regulations, land use for schools is named "maatschappelijk" (which could translate as civic), a far broader term which also applies to things like public libraries, sporting centres etc. I would prefer that another, more general term is used, such as the proposed Tag:landuse=civic_admin.
