Why no ways?

Reef areas exposed at low tide?

The "Caveats" section suggests that natural=reef should not be used for "features that rise above the water", suggesting one would need to use natural=shoal for this portion of the reef.

But many coral reefs and rocky reefs have small areas sections that are exposed at low tide, and the common definition for "reef" does not require full submersion at low tide:

I think that caveat refers to features that are permanently above water and those should indeed not be mapped as reef in my opinion. It was a long time ago that I tried to understand all those tags.. RicoZ (talk) 20:21, 10 June 2019 (UTC)

Distinction from ocean banks.

A discussion on the community forums I started about formalising an in-use, but currently undocumented subsea=bank tag has mentioned potential updates to this page to help clarify the differences between the two.
