Ahal Province is a province in Turkmenistan, Central Asia at latitude 38°47′16.80″ North, longitude 58°37′22.80″ East.

Notes on Ahal Province

As of 20 December 2022 the capital of Ahal Province is Arkadag, a mostly greenfield municipality located due east of the city of Gökdepe. Ahal Province surrounds the Turkmen capital city, Ashgabat, but Ashgabat is not part of Ahal Province.

Prior to 1988, this province was named Ashkhabad oblast' (Ашхабадская область) with its capital in the city of Ashkhabad, today's Ashgabat. This oblast' was abolished from 1988 to 1992. From 1988 to 1991 the area was subordinated directly to the Turkmen Soviet Socialist Republic and from 1991 to 1992 the independent Turkmenistan government. From 1992 on, the capital city Ashgabat became a separate administrative unit equal in status to a province, and the capital of the newly reconstituted province, now named Ahal Province (Turkmen: Ahal welaýaty), was shifted to Änew.

New Administrative Center

In October 2018 the Cabinet of Ministers reviewed proposals for creation of a new administrative center for Ahal Province, to be located south of Gorjaw, north of the village of Aba Annayew, and east of Gökdere ýoly, at approximately N 38.0612, E 58.0566.[1][2][3] As of 20 December 2022 the seat of Ahal's government was formally moved by parliamentary decree from Änew to Arkadag, although construction of the city remained incomplete.[4]

Effective January 5, 2018, Ahal Province (Ahal welaýaty) is subdivided into 7 districts (etrap, plural etraplar):[5][6]

  1. Ak Bugdaý
  2. Babadaýhan
  3. Bäherden (previously Baharly)
  4. Gökdepe
  5. Kaka
  6. Sarahs
  7. Tejen

As of 9 November 2022, the province includes 8 cities (города or şäherler), 9 towns (посёлки or şäherçeler), 82 rural or village councils (сельские советы or geňeşlikler), and 231 villages (села, сельские населенные пункты or obalar).[7][8][9]

As of May 2013 Ruhabat District and the city of Abadan (today called Büzmeýin), until then in Ahal Province, were incorporated into the city of Ashgabat. In January 2018, Babadaýhan District of Ahal Province was established, and the Kaka, Tejen, Sarahs Provinces were reaffirmed. In the same decree, Baharly's former name, Bäherden, was restored, and the Altyn Asyr District was abolished. Curiously, the 5 January 2018 list of administrative subdivisions continued to list Ruhabat etraby, however, despite its transfer to Ashgabat in 2013 and eventual abolition.

In November 2022 the city of Tejen was downgraded from city equivalent to a district to city-in-a-district status. Curiously, Kaka was listed as a city in a district but no official downgrade has been published.[7][8][9]
