"services" shop=legal?

I'm thinking it might be better to keep the value short and sweet, and just call it shop=legal. What do people think?

Not many uses at the moment anyway, although legal_services wins with 31 uses vs 3 uses

Also compare this with shop=car where there's a "service" combo tag.
