Automated edits/solartagger

Solartagger is a crowdsourcing app used to enhance the details of existing solar generators mapped in OSM. It's operated by User:Russss.

Changes proposed using this app are submitted in batches through the solartagger user account, after at least two users agree on the change. Changesets contain the `contributor_ids` changeset tag which lists all the OSM user IDs which contributed to that changeset.

This bot only operates in the UK, and edits currently only change the following secondary tags (on objects tagged with power=generator):
