Moral Report

One year ago, during the last AGM, at 6pm, we left an afternoon where we talked about biking, osm-wikidata-wikipedia links, fire water points, paragliding, mapillary, JOSM, 3d, Nomads Map but also the OSM foundation, the freshness of the data, international projects, sustainable development objectives, community animation and free GIS, an OSM cooperative and all this to talk about OpenStreetMap of course !!!

We still had to support the moral, financial and activity report of OSM-fr, we were hungry, impatient to go drink beers and discuss about OpenStreetMap in Trinque Fougasse.

1 year later, it's 3:30 pm, we're in visio, the 8th sotm-fr is not taking place and yet a lot has happened during this year for OSM and OSM-fr! Moreover, we already had a few talks: JOSM, Geodatamin, contributors' experiences, geocoders, vector tile, Cassini rendering, indoor (you can certainly imagine which speakers had made proposals!)! I would like to take this opportunity to recall the mobilization of Nantes around the organization of this 2020 edition of sotm-fr, with many volunteers mobilized, companies too, a redesign of the sotm-fr website to make it more accessible, responsive, a willingness to have time to welcome newcomers all Saturday, an introductory lecture by Olivier Ertzscheid (affordance.info) with as a starting point his lecture entitled "cyberspace is a ZAD" and many other projects ... Postponed to 2021? we'll talk about it later!

Difficult to get out of the last 3 months of which we live one of the most direct impacts! So let's use it as a prism, a magnifying glass, a way to put forward these many questioning evolutions - changes (incidentally that we had already often initiated, which have been highlighted by the health crisis):

  • The increase in the contribution activity and the number of contributors, (regular increase for several years)
  • Interactions between the OpenStreetMap communities, companies, communities
  • The intensification of exchanges and the multiplication of communication channels,
  • relations with other structures, be it the commons and the signing of the memorandum, the numerous discussions with the IGN, Safer, communities, bicycle associations, ministries, etc.

And this has undoubtedly concentrated, intensified too:

  • a fragility in certain services provided by the association (technical, human, bus-factor fragility...)
  • an importance of these same services at the level of the international and French community (humanitarian rendering, umap, osmosis, ...)
  • the complex balance between volunteering, services, common services, governance, ...

This raises some questions that we will address today:

  • How can we keep the volunteerism that we experience in the OSM-fr contribution while trying to keep a course in OSM?
  • What are the balances between flexibility and solidity in the functioning of the association, of the board that we can find and invent?

OSM is a digital commons with shared resources and a shared and collective management (WP), how to make OSM-fr a commons, with shared resources and a shared and collective management?

  • 20/06/2019 : Presentation of OSM at the School of Architecture of the City of Paris. Audience composed mainly of architects and students.
  • Training on OSM at the University of Pau: 4 courses of 1h30. Pau, Pyrénées-Atlantiques, Nouvelle Aquitaine
  • OSM, uMap, OverPass Turbo training in Professional Bachelor's degree in Public Communication and Digital Tools at the IUT Nancy Charlemagne (Univ. de Lorraine). 8 hrs of TD + card creation + OSM base power supply
  • geodatadays: micromapping operation of economic areas with the Park+ label in the Southern Region with the Regional Agency for Biodiversity and Avignon University.
  • 21/01/2020 : Presentation of OpenStreetMap in front of the SIGAT master promotion in Rennes
  • 12/03/2020 - Training on OSM within the framework of the Professional License Protection and valorization of the historical and cultural heritage course Designer of Patrimonial Tourist Products. ermosem in Ardeche (university of the accademy of Grenoble).

Local Contributor Meetings, local groups

OSM35 Group (Rennes and surroundings): organization of monthly meetings, contribution workshops for the general public (once every 2 months alternating with Wikimedia), participation in the Salon Tech'Inn Vitré. Details of our actions https://wiki.openstreetmap.org/wiki/Rennes/Archives

Paris south Group, monthly meetings in Montrouge on the 2nd Thursday of the month, about 5 people on average. Creation of the mailing list. Canal Telegram OSM francophone https://t.me/osm-fr and Riot/matrix #osm-fr:matrix.org. Membership in the schmilblick association, the association that manages the bar where the meetings take place.

Nancy Group: 5 monthly meetings from September 2019 to February 2020, with an average of 6.6 participants. Participation of the associations Flore54 (local environment), which wishes to create a map of a new protected area (Forest of The Hague) by completing the OSM database beforehand, and RAP 54, which introduces the data relating to billboards in the territory of the Greater Nancy Metropolis.

Nantes Group: October 2019 - March 2020 => 6 monthly meetings. No precise breakdown of participants. Estimate: 5/6 people on average

Lyon Group : 11 monthly meetings at the Tuba (3rd) on the 2nd Tuesday of the month (except in August) with an average attendance of 8 people (and a maximum of 15). The meetings in April, May and June 2020 were held by videoconference with Framatalk (Jitsi). This allowed the participation of people who do not usually come because they are too far from Lyon. It was therefore decided to continue to open a videoconference channel after the resumption of the face-to-face meetings so that these people could continue to participate. Alsace No real meeting with the local contributors (maybe a date problem -saturdays- to be changed) but (2/3) always interesting exchanges with Christine Karch and Frederic Ramm and some other German visitors. We are still looking for ways to work together with the Eurometropolis of Strasbourg (awaiting a facilitator on citizen participation). Participation in a meeting on the opening of new datasets: possible improvements, reuses. Open-mindedness and willingness to do well are there, but it's slow.

Contacted by Karto-Distict (www.kartodistrict.eu) Franco-German cross-border mapping micro-project supported by Europe. Several exchanges with the team on the French side (Benoît Ribon). I immediately associated Christine and Frederic. A first chat took place. The project will be spread over several months with potentially the organization of a mapingparty.

SotM-Fr Nantes
  • Volunteers

A team of about fifteen volunteers met 3 times at the end of 2019 / beginning of 2020. It was organized in 4 groups: meals, communication, programming, logistics. The Makina Corpus company generously hosted two of these meetings in its premises located in the city center, 3 volunteers are part of this company.

  • Premises

The University of Nantes has agreed to host the conference at the Tertre campus, Censive building, from Friday to Sunday. The agreement had to be signed when the confinement stopped everything. It provided for the provision of a 350-seat amphitheatre on Friday morning, then a 150-seat amphitheatre and 6 rooms with 40 to 70 seats for the rest of the weekend. Only the guarding for Saturday and Sunday, and cleaning, were to be charged. We also planned to rent the student center, located in front of the building, for lunch and dinner on Friday.

  • Meals and evenings

SSE companies were contacted to provide meals for Friday and Saturday lunch: quotes were being negotiated. Strong willingness to strongly limit waste, a constraint to which these restaurateurs are accustomed. We asked Alliance Libre, a local association of free software companies, to take care of the financing and/or organization of the Friday evening. This request remained unanswered at the time of the confinement, it will have to be renewed if the 2021 edition is held in Nantes. For the Saturday evening, no restaurant match the criteria (100 people, easy access, reasonable cost) has been identified.

  • Lodging

CROUS offer financially interesting, but detestable cancellation condition: fortunately we hadn't signed and paid anything before the confinement. For 2021: try a negotiation with the management of the CROUS (which uses the OSM background map on its site) or find another solution...

  • Discovery tour

A team has begun working on the creation of a room offering a discovery tour for premises with little or no knowledge of OSM, with the creation of posters, demos and an introduction. This room was to be accessible without registration on Saturday afternoon.

  • Website

A small team from developers decided to use the code of the SOTM-Monde website, which has advantages in terms of accessibility and responsiveness. The migration had progressed well, code on https://github.com/osm-fr/sotmfr-website/tree/master/2020

  • Graphic design

Three graphic designers were consulted. After a few trips back and forth, Lise Rousseau's quote was retained. It included creation and printing (posters, programs, badges and kakemonos). The 30% deposit on the creation part was paid.

  • Programming

Containment was declared shortly after the call for papers: about ten proposals were available on Framaforms. Keynote: agreement of Olivier Ertzscheid, professor-researcher at La Roche-sur-Yon (University of Nantes) ... and agreement to intervene in 2021 following the cancellation of the 2020 edition.

  • Conclusion

A motivated and organized team that would certainly be disappointed not to transform the trial in 2021 .
