This is the program for adoption of the Open Database License as proposed by the Licensing Working Group. We are now in Phase 4 where CC-BY-SA-only contributions are no longer accepted but the OpenStreetMap geodata set is still published under CC-BY-SA.

Since May 2010, all new registrants are asked to allow their contributions to be used either under the current CC-BY-SA or under the new ODbL license. Older registrants are being asked to do the same thing and, so far, over 36,000 have accepted. We are waiting until acceptances from older registrants have been maximised, local issues that have a near-term solution have been addressed and there is a sense of community consensus that it is time. This chart, updated daily, gives an idea of how much of the database is covered by ODbL (green). Each square represents one contributor, scaled by the size of their contribution. However, this chart doesn't reflect the fact that some contributions from accepting users will still have to be deleted if they are based on earlier data which is not compliant.

Currently the database contains a mix of compliant and non-compliant data, but only accepting users are able to make edits (see Phase 4 below). Edits to non-compliant data are still possible. A date of 1st April 2012 has been proposed for the final deletion of non-compliant data.

Note: Licensing Working Group (LWG) primarily focused on clarification improvements to the Contributor Terms and resolving license issues with data donors. Other progress slowed while these items werein focus.


PHASE 3 - Existing Contributor Mandatory Re-licensing (Phase 2 + 5 or 10 weeks)

Started 17th April 2011. See progress update from end of Phase 2.

PHASE 4 - "Decline" accounts deactivated. (Phase 3 + at least 8 weeks subject to critical mass)

Started 19th June 2011.

PHASE 5 aka Done - License Cut-over from CC-BY-SA to ODbL (date to be decided, depends on the technical work)
