The most practicable way to import (many) POIs seems to be as follows:
- Convert your file containing the POIs (for example a gpx file) to osm-format using a conversion tool
- Load the osm-file into JOSM
- Tag the POIs in JOSM
- Upload the changes to OSM with JOSM
(This way of POI-upload does not require the circumstantial step to upload POIs as track points and redraw them.)
