Proposal

Rationale

While we have established tags for named areas within settlements (i.e. settlement parts), namely place=suburb, place=quarter, place=neighbourhood, it was pointed out that these names refer to places where people live. An industrial area (e.g. an industrial park) without relatively significant population could not be called a "neighbourhood". Today, these are sometimes mapped with landuse-objects, but the problem is that this kind of mapping prevents mapping different landuse in the area (because overlapping landuses are usually rejected), and it also creates ambiguity because it is not clear which kind of "landuse"-object it is (do people this consider an "industrial area" in the place sense like in industrial park, or is it just an area which happens to have a name tag and a landuse=industrial tag on the same object, but nobody would consider it it's own industrial area.
