Old voting

The original voting did not attract enough votes to become approved. As it has turned out the voting was initiated by user User:Lzhl without the knowledge of the creator of the proposal User:Don-vip. Further a request for voting was never sent to the Tagging mailing list as it should have been according to Proposed_features#Creating_a_proposal.
