Messy project ideas list

From past experience the list of project ideas on these pages always ends up being a bit of a mess. It looks OK now, but people inevitably start putting discussion and opinion onto the list, and later as GSoC progresses some project ideas turn into actual proposals, whilst others are just left behind as confusing clutter.

One way to help avoid this would actually be to remove the list from this page, and place all project ideas the Student projects page (a permanent list of ideas which could just be brought up-to-date)
