EMS/Fire Station Overlap

There appears to be a large overlap between fire and EMS stations. If there is only one entity at a location it probably should only be represented in OSM once and the appropriate sub tags applied to indicate what services they provide. Thus, some program should be run on the data to merge duplicates prior to import.
