Minimum too high?

The definition reads: "They usually consist of, at minimum, a petrol station, parking facilities, a place to eat and some public toilets". What if there is no place to eat? What would be the tag then? What do you suggest if there is only a parking and toilets? Aren't these services as well? I agree we could use another tag, but usually you will map the restaurant and petrol station as distinct features inside the services area. Is it really needed to set up such high "minimum" requirements? -- Dieterdreist 12:43, 1 April 2011 (BST)
