I mapped the above as man_made=springboard together with cliff_diving

I have the same question, and the desire to distinguish between developed springboards and natural cliff diving sites. I used the tag amenity=spring_board

I don't know the steps to propose adding tags yet, but it would be interesting to move forward on this issue.
