Most data in Rockland County is very accurate, except for some smaller neighborhoods, which I'm trying to fix.

Rockland County GIS Portal
Provides mapping resources, including PDF maps and ArcGIS data useful for OpenStreetMap in Rockland County, NY. I'm guessing in theory GPSBabel could convert the ArcGIS files or individual points could be inputted manually (by someone with access to ArcGIS?).
Unfortunately, the site's terms and conditions state "Users to the Rockland GIS portal are permitted to download and print maps, download data and use the interactive mapping applications for personal use only. Maps downloaded from this site are not to be used for commercial purposes which includes selling of maps or representation of the maps in either their current or altered form." This probably conflicts with CC-BY, unless we get special permission.
