General Information

2019 Typhon Kammuri Response & Preparedness Mapping is an Activation of the Humanitarian OpenStreetMap Team (HOT) Philippines to the Typhoon Kammuri. Typhoon Tisoy (international name Kammuri) made landfall in Gubat, Sorsogon at around 11pm of December 2, 2019. Packing maximum sustained winds of 175 kph, gustiness reaching 240 kph and moving westward at 15 kph, it left trails of devastations in many parts of Bicol Region, including EDUCO program/project areas in the provinces of Sorsogon, Albay, Camarines Sur and Catanduanes.

Based on the Department of Social Welfare and Development (DWSD) Region V DROMIC Report #7 dated December 4, 2019, the total number of affected families is 55,640 families (232, 208 persons) coming from 669 barangays in the 6 provinces of Bicol region. The total number of established evacuation centers reached 1,021 which catered to 49,034 families (201,308 persons). Meanwhile, the displaced families outside evacuation centers was recorded at 5,362 families (22,702 persons). Two (2) deaths due to hypothermia and drowning in Sta. Magdalena and Bulan were reported during the Sorsogon PDRRMC meeting conducted December 4, 2019. The national road from Manila to Sorsogon is now passable but some municipal and barangay roads are still impassable. As of December 03, 2019, there were 2,652 stranded passengers in the seaports of Matnog and Pilar Sorsogon

Current situation the power is still out and classes remain canceled for all levels for the entire province. The evacuation and rehabilitation process still in progress.

About OpenStreetMap

OpenStreetMap offers an online map (and spatial database) which is updated by the minute. Different map styles including an Humanitarian style can be selected on the right side, and some data may not render (appear) on the map, but could be exported from the underlying database (See export section below).

Offline Road Navigation with small devices

With the availibility of Small communication devices, Navigation Offline data proves to be very useful to the humanitarians deployed in foreign countries. We support the humanitarian NGO's using navigation data and invite them to give us feedback on the utilization of these devices in the context of field deployment.

History of this Activation

Reactivity of the OSM Community

  • 28th November 2019 The Typhon Kamurri has been created and start to be monitored by Philippine Atmospheric, Geophysical and Astronomical Services Administration. It has been predicted will enter the Philippine Area of Responsibility (PAR) between Saturday (30 November) and Sunday (01 December) morning
  • 29th November 2019 Philippines Red Cross (PRS) asked HOT Philippines to created a tasking manager on the potentially affected area. Catanduanes Province in Bicol Region has been selected as a priority area to be mapped.
  • 8 December 2019, Catanduanes Province Tasking Manager has been mapped 99 % and focused on validation activity
  • 9 December 2019, 3 tasking managers in Sorgoson Province, Bicol Region have been launched as part of disaster response mapping. These tasking managers originally created for HOT Corporate Partnership Team to assist HOT Philippines for mapping preparedness activity. However, based on the Typhoon situation, they have been updated into Disaster Response Mapping.

  • In the first 24 hours of the response, 18 mappers have made over 10,288 changes to the map included the addition of 42 roadways, and 1,666 buildings.
  • (10.30 am) 2 December 2019 - 60 mappers have made over 40,630 changes to the map included the addition of 284 roadways, and 5,369 buildings.
  • (10.30 am) 3 December 2019 - 132 mappers have made over 112,485 changes to the map included the addition of 516 roadways, and 15,667 buildings.
  • (10.30 am) 4 December 2019 - 255 mappers have made over 205,132 changes to the map included the addition of 1,146 roadways, and 27,973 buildings.
  • (10.30 am) 5 December 2019 - 300 mappers have made over 278,857 changes to the map included the addition of 1,454 roadways, and 37,432 buildings.
  • (10.30 am) 6 December 2019 - 318 mappers have made over 315,792 changes to the map included the addition of 1,588 roadways, and 42,227 buildings.
  • (8.34 pm) 7 December 2019 - 21 validators have validated 801 task squares equalling 28% of the Project.
  • (8.53 am) 9 December 2019 - 22 validators have validated 987 task squares equalling 35% of the Project.
  • (11.30 am) 10 December 2019 - 24 validators have validated 1092 task squares equalling 38% of the Project in Catanduanes Tasking Manager. In Sorgoson Tasking Managers (1 to 3), 14 mappers have made over 5,686 changes to the map included the addition of 20 roadways, and 720 buildings.
  • (11.30 am) 11 December 2019 - 25 validators have validated 1263 task squares equalling 45% of the Project in Catanduanes Tasking Manager. In Sorgoson Tasking Managers (1 to 3), 42 mappers have made over 14,442 changes to the map included the addition of 72 roadways, and 1879 buildings.
  • (11.30 am) 12 December 2019 - 26 validators have validated 1497 task squares equalling 53% of the Project in Catanduanes Tasking Manager. In Sorgoson Tasking Managers (1 to 3), 54 mappers have made over 24,677 changes to the map included the addition of 194 roadways, and 2952 buildings. In Sorgoson Tasking Managers (1 to 3), 16 Validators have validated 1378 task squares equalling 19% of the 3 projects.
  • (10.00 am) 17 December 2019 - 29 validators have validated 2028 task squares equalling 71% of the Project in Catanduanes Tasking Manager. In Sorgoson Tasking Managers (1 to 3), 177 mappers have made over 64,251 changes to the map included the addition of 550 roadways, and 8120 buildings. In Sorgoson Tasking Managers (1 to 3), 22 Validators have validated 1422 task squares equalling 19% of the 3 projects.
  • (10.00 am) 18 December 2019 - 30 validators have validated 2106 task squares equalling 71% of the Project in Catanduanes Tasking Manager. In Sorgoson Tasking Managers (1 to 3), 202 mappers have made over 76,407 changes to the map included the addition of 661 roadways, and 9548 buildings. In Sorgoson Tasking Managers (1 to 3), 22 Validators have validated 1422 task squares equalling 19% of the 3 projects.

Mapping areas have been determined based on High-Resolution Settlement Layer (HRSL) from Facebook Connectivity Lab and Center for International Earth Science Information Network - CIESIN - Columbia University. Accessed 01 June 2019.

OSM Default Imagery Sources

Imagery Instructions

  1. Use Maxar SATELLITE Imagery as your first option. It relatively the clearest and most update imagery among the others in this area. (Has been attached in this tasking manager)
  2. However, keep check the other imagery sources such as BING if you have a tile that is either cloudy or no high-resolution imagery available; please mark the task as "Bad Imagery" if none is available.
  3. Align the imagery with existing/mapped features if necessary (ie. neither Maxar or Bing are aligned with the existing /mapped features). For further guidelines about correcting imagery offset, please see here

Additionally, with JOSM, it's relatively easy to add special imagery if the license is appropriate for tracing into OSM. For more details see JOSM Imagery Help
