Add sheltered walkways in Singapore

Rationale

There is an official dataset for covered linkway from Land Transport Authority (LTA) in Singapore that gets updated every quarter. The purpose of this project is to fill the gap between this data and the ones created by the OSM community to ensure comprehensive coverage of covered linkways in Singapore.

Steps

1. [Done] Obtain permission to use data in OSM from data owner. Emailed LTA via a contact form about adding the covered linkway dataset to OSM to ask if it's allowed under Singapore Open Data License and was given the go-ahead [proof].

2. [Done] Identify tags related to covered linkways in OSM by referring to docs

  • highway = footway and covered=*
  • highway = pedestrian and covered=*
  • highway = footway and footway = sidewalk and covered=*

3. [Done] Identify LTA polygons that do not overlap with OSM's using QGIS

We want to identify sheltered areas that are not included in OSM yet; for that we’ll use extract by location. Because the government data are polygons and OSM data are lines, using difference only works if we’re finding OSM lines that do not overlap with government’s data. Afterwards dissolve the polygons and calculate the area, and calculate the lat-long of each polygon.

4. [Done] Send out project info to OSM-wide mailing list.

5. [Doing] Add covered walkway data into OSM via JOSM.

Timeframe

If approved, we'll start adding the data into OSM from Aug 2022 till Nov 2022.

Tools and Data Sources

We'll be using JOSM to import the covered linkway dataset that we've identified (see steps) and QA-ing it based on local knowledge and on the ground QA if required.
