This tag is set automatically by the iD editor on changesets. It indicates which notes were closed while the user made the changes.
It should not be added to individual elements, i.e. nodes, ways, or relations. Like other discardable tags, it may automatically be removed by editors.
Starting in version 0.5, the JOSM plugin noteSolver will also set this tag on changesets when notes get resolved by an upload through JOSM.
