Rationale
Cycle roads (German: Fahrradstraßen, [1]) are roads that are only to be used by cyclists, except when other kinds of road users are permitted by an additional sign.
In Germany, rules for the usage of carriageways apply, with the following exceptions:
- Other vehicles than bicycles may use cycle roads only when permitted by an additional sign.
- All vehicles may only drive at 30 km/h.
- Cyclists may drive side by side.
Cycle roads differ from cycleways not only in the different rules, but also in their optical appearance: They look just like a normal road, cf. Stadtwiki Karlsruhe. That justifies to tag them differently from cycleways.
Example
way with highway=cycleroad & access=destination
